The Roads to the Big Sport

The budget aimed at building of transport installations will exceed 305 billion rubles.

«We developed a comprehensive plan for the infrastructure construction in Sochi» claimed the Minister of Transport of the Russian Federation Levitin Igor during the summit «The Transport of Russia-2008» in May. «I would like to add that it had been planned before it was decided in Guatemala to host the Olympic Games in Sochi. And all we did after the decision had been made was adding few details, in regard to the locations of the Olympic objects».

According to the Department of Transportation of the Russian Federation, they will need to build more than 5 thousand running meter of waterfront structures, more than 3.5 thousand meters of protecting structures, about 100 kilometers of new railroads, more than 56 kilometers of side tracks, approximately 75 kilometers of new federal highways, about 20 new intersections and just as many tunnels. Each location has its own contractor: GC «Olympstroy» is in charge of building 19 objects (109 billion rubles). «Rosaftodor», «Rosaviation», «Rosporrechflot» and JSC «Russian Railways» under jurisdiction of the Department of Transportation will complete 22 objects (180.8 billion rubles), the Administrations of the Krasnodar Region and Sochi are liable for 5 more locations (about 15 billion rubles). Preliminary figures show, that the planned federal budget surpasses 305 billion rubles. This is equal to the total budget of the Federal Target Program, which was provided for the development of Sochi as an alpine climatic resort (314 billion rubles)

Traveling by car

The road consturcion is expected to take the biggest part of the federal budget. According the the Levitan Igor, the most important projects will be the Sochi Bypass, Central Highway (back up for the Kurortny Ave), four intersections where M27 Djubga-Sochi crosses city traffic network and five more intersections on the municipal roads of Sochi.

«Olympstroy» is in charge of the most of the roads leading to the Olympic Complex. State-owned corporation is responsible for building the roads to the biathlon complex, ski-resort «Rosa-Hutor», slade tracks on Psehako ridge, the lower sport complex at Sulimovsky stream, middle Olympic village (touristic sport complex «Gornaya Karusel»), the Olympic village in the mountains, snowboard park, and many others.

Flying and sailing

The upgrading of naval infrastructure before the Games will include the reconstruction of Sochi commercial seaport, building two cargo areas for shipment of the inert materials, as well as the renovation and construction of 15 roadstead locations along the shore-line of Sochi to restore passenger sea traveling. The expenditure of the federal budged on naval infrastructure surpasses 22 billion rubles. The seaport renovation requires 11.3 billion rubles, 1.93 of which will go on seizure of land for federal needs. Private investments (more than 3.1 billion rubles) are aimed at purchasing fast passenger liners for local sailing. Large Japanese, Italian and Russian companies, under provision of private sector participation, have made offers for arrangement of passenger routes.

Besides, «Basovy Element» intends to build a commercial seaport in the Imeretinskaya Bay. It will be located in the interstream area of the rivers Mzmat and Psou and will be able to receive ships with the cargo carrying capacity up to 5.5 thousand ton. The anticipated capacity of the port is 5 million ton of generalpurpose dry cargo per year. The budget of 23.13 billion rubles will ensure the complete renovation of Sochi Airport, which will include extension of the runway by 500 meters and upgrading flight navigation and meteorological support systems. During the Winter Olympic Games of 2014 the city airport will have to receive 24 planes per hour.

«Racing» to the South

The support of passenger and cargo traffic on Northern-Caucasus railroad is a very serious matter. All the projects will be completed at the expense of JSC «Russian Railways» investment expenditures (about 28 billion rubles) with the support of the Department of Transport. It is intended to organize highspeed passenger operation on the South stub end so that the travel time for the high-speed train Moscow-Adler will be about 15.5 hours (current «record» for this route is 24 hours) with the maximum speed up to 200 km/hr. The load volume connected with the preparation for the Olympics has already increased and the traffic can go up to as much as 100 million ton. According to the «Giprotrans» institute’s calculations, the construction of a side tracks on a territory Tuapse-Adler will provide the required carrying capacity.

Approximated cost to lay down 3 km of tracks between Adler and Sochi Airport is about 11 billion rubles. The construction was planned to begin in 2009. «Hosting the Olympic Games is a matter of the national level. We have to ensure the development of transport infrastructure», — said Levitin Igor during the summit, «Olympstroy» has already selected companies, which will do the land cost calculations and purchase the land for the traffic installations construction. We are not doing anything new here, in Russia. This is a world-wide practice».
