 «Reporter» has retraced in dynamics the realization of three largest projects of the Olympic infrastructure in transport sphere. The conclusion: two of them — the international airport of Sochi and the combined highway Adler — Alpika-Service — are being constructed practically without deviation from initial plan, whereas the third — the cargo area of seaport of Sochi Imeretinsky — has undergone essential changes.

Cleared for take-off

 According to the initial plans, the new air terminal «Sochi» should have been opened on March, 30th, 2010. However, it didn't happen, though the object was completely ready for operation and have been working in a test mode for a year.

As it was clear from explanations of the general director of «BazElAero» Sergey Likharev, transfer to the building of new internal flights terminal was finished in May, the question of transfer of the international flights was hampered by coordination procedures with boundary and customs departments.

The air terminal became the first object of the Olympic infrastructure put into operation. «Acquaintance with Sochi of all visitors — official delegations, sportsmen, the fans, arriving from more than 200 countries, will begin with new air gate», — the president of Organizing committee «Sochi-2014» Dmitry Chernyshenko has noted. Under the statement of representatives of «BazElAero», the complex is equipped «with the newest engineering systems and the advanced process equipment, allowing to provide the highest level of safety and comfort. The special attention has been given to ecology and technology of effective economy of natural resources». The total amount of investments into building has made 6,2 billion roubles, Vnesheconombank acted as the main creditor. With start of the new terminal throughput of the Sochi airport has increased almost twice — from 900 to 1600 persons an hour. And it is not the limit. Sergey Likharev announced, that in 2012, after the end of building of landing gallery with ten boarding bridges, airport will be able to serve up to 2500, and during the Olympic Games — up to 3800 passengers an hour that»completely meets the IOC requirements". The beginning of 2011 was marked by putting in operation of the second landing strip of the Sochi airport. Within the limits of the spent reconstruction its length increased to 2500 meters, width — to 49 meters. The next — is the building of a branch line Adler — the airport of Sochi. It can provide transportation of 60% of all air passengers arriving to the Olympic capital, and it is more than 86 thousand persons a day. Project cost is priced at 7,9 billion roubles. Object putting into operation is planned for December, 2011 — practically a year before the term. «The decision to start railway communication between Adler — the airport before the term was accepted at the desire of the Sochi mayoralty and the Olympic committee to solve transport problems in the city, — the president of the Russian Railway Vladimir Yakunin explained» Combination of the incompatible. Combined highway and railway Adler — mountainous resort Alpika-Service — one of the key objects of the transport infrastructure created for the Olympic Games. By this way spectators and participants of competitions will be delivered to mountain stadiums of Krasnaya Polyana and to ice palaces of the Olympic park. «On the left bank of the river Mzymta is laid the single track railway with some double track inserts for providing of simultaneous movement of trains in two directions. In parallel the two-way highway is laid, — the chief of the North Caucasian railway — branch of»Russian Railways"— Vladimir Goloskokov has told. — the Combination of possibilities of both lines will allow to provide delivery of 20 thousand passengers an hour, that meets the requirements of the Games". The general extent of a line makes 124,5 km, it includes six tunnel and 36 railway complexes, 31 road bridges. In August, 2010 was put into operation 6-kilometer four-line part of the combined highway with two interchanges and eight overpasses. It is meant to provide the transit transportation of Imeretinskaya lowland with existing road on Krasnaya Polyana bypassing Adler. Rated speed — 80 km/h, on adjunctions — 30 km/h. Vladimir Yakunin insists that at erection of infrastruc-tural objects railwaymen pay «special attention to environmental protection»." We have planted over 50 thousand saplings of rare trees and bushes as we have to go on a protected area, — he has informed. — and for putting an abutment somewhere in the river, we had to let out more than 2,5 million of young rare fishes"" We understand concern of independent ecological associations in preservation of natural ecosystems of Caucasus, we share their opinion, that the Games shouldn't cause deterioration of ecological conditions in Sochi, — the director of UNEP European bureau Kristof Buve has noticed. — It is more pleasant for us to realize that the companies involved in the project «Sochi 2014», including building of the combined highway Adler — Alpika-Service, understand the necessity of working together for the sake of preservation of natural riches and augmentation of the natural heritage of the region".

By data on the middle of April, 2011, volume of road construction works is executed for 25%. Today works are conducted in all tunnel complexes, about 8,5 thousand workers, and also six tunneling machines, costing$2 million each, work there. «Ahead — is the most difficult building period», — admitted the deputy chief of DCRC-Sochi of»Russian Railways" Andrey Dudnik.

Underloading

Contrary to protests of ecologists, cargo area of seaport «Sochi Imeretinsky» was decided to build in a mouth of the river Mzymta of Adler area at the open coast of Black sea.

«The port has strategic value for supporting the Olympic building with regular deliveries of inert materials and general cargoes, — the management director of»Seaport business" Yury Tyamushkin made comments. — It will allow to optimize essentially routes and expenses for delivery of building materials, and also to unload federal and city road systems of Sochi". The general investments into the project have made 7 billion roubles.

The first turn of cargo area should have been put into operation in the end of 2009, but plans of investors were broken by the elements. In the night from 13th to 14th of December, the storm, which force reached 9 points began. According to the editor-in-chief of information-analytical agency SeaNews Julia Shishova, serious damages got constructions of the western and southwest piers protecting port from the sea. In the middle of April, 2010 the Federal Agency of Sea and River Transport gave out the permission to put into operation the first stage of cargo area of Sochi Imeretinsky port, including two moorings. Its capacity is 2 million tons of cargoes a year. Designed capacity of all cargo area — 5 million tons a year. To come over it, having finished building of other six moorings, was supposed in December, 2010. By April, 2010 «Bazel» completely restored the destroyed constructions, however, couldn't hand object over in time. More precisely, the necessity disappeared. In spring of 2011 the Government of the Russian Federation refused to build the second turn, having saved about 6 billion roubles for the federal budget. As Irina Lobkova, the representative of «Rosmorport» explained, it happened because of undderloading. However, even long before project sequestering it had been decided, that after 2014, the marine with 600-700 places for yachts and objects of a coastal infrastructure will be created on port place. Representatives of the Government of the Russian Federation agree that «Bazel» can tranform the part of cargo port after into marine the Olympic Games. But they doubt that investors can compensate at the expense of the new project the expenses for the realization of the old. «As a rule, proprietors of yachts rent a place in marine for ten years, and it costs from$100 thousand to$200 thousand, — officials counted up. — in this case»Basel" can earn about $65-130 million, or 1,95-3,9 billion roubles, that is two or three times less, than money spent on building of the part of new cargo port".

The bridge to big politics

The president of Ukraine Victor Yanukovych declared, that considers it real to construct the bridge between the Crimean Kerch and the Russian port «Caucasus» till 2014. In his opinion, this bridge will allow to solve many transport problems existing at both States in connection with the Olympic Games in Sochi, and will open access to the Caucasian region.

«Theoretically there is the decision about bridge building. I ask to speed up the process from two parties», — Victor Yanukovych addressed to the prime minister of Russia Vladimir Putin. «The bridge design is good, perspective. However, it is necessary to spend technical expert appraisal», — Putin answered.

«Transport bridge over Kerch becomes the first step to the realization of the large-scale project — building of a ring highway round Black sea», — the ambassador of Russia in Ukraine Mikhail Zurabov noted.
