Transport infrastructure is one of the most important and expensive in the budget of organizers of the Games-2014.

At the general reduction of provision for branch, transport infrastructure for Sochi-2014 is financed in former volume. Thus, the high-ranking curators of megaproject had courage to refuse building of the second freight port, and «Vnesheconombank» allocated almost 10-billion credit to secure the building projects of the first freight port and airport reconstruction. In the beginning of 2009 Vladimir Putin has signed the order about creation of the non-commercial organisation «Transport management of the Olympic Games». It includes the control over designing and building of transport infrastructural objects, a course of deliveries of materials and transportation of passengers for period of preparation and carrying out of the XXII winter Olympic Games. Ministry of Transport of the Russian Federation acted as one of founders of the new structure. From 218 objects, which should appear by 2014 in Sochi, 47 are transport objects. Today the expenses for creation of transport infrastructure for the Olympic Games have grown up to 400 billion roubles.

One — it is good, and two-are worse

«Vnesheconombank» has allocated to «Port of Sochi Imeretinsky» Ltd the long-term credit of 4 billion roubles, intended for financing its building.

The sea cargo port for delivery to Olympic objects inert-building materials, is under construction in a mouth of the river Mzymta. It is capable of accepting vessels having burden capacity up to 5,5 thousand tons and length of 140 metres. The port first stage was put into operation on December, 26th, 2008, and has capacity of 5 million tons a year. Together with the second stage its capacity would double. But it will not come true. «We chose ten cargo platforms for warehousing and transfer of cargoes; it gave us the chance to refuse building of the second seaport and to save 8,5 billion roubles», — vice-premier Dmitry Kozak has declared in the beginning of June.

Later, Igor Levitin read the offer to create temporary cargo area instead of the second stationary port, prepared by Olympic transport management. By 2014 the object will be closed, and the platform, which would remain after it, would be used for city needs.

Flights in reality

The international airport of Sochi is one of the ten largest airports of Russia and, according to the results of 2008, It takes the ninth place among the country airports for passenger traffic (about 1,6 million persons). Its route network includes more than 50 internal and foreign directions. It is one of the few airports in the south of Russia capable of accepting liners of Boeing and Airbus type. As well as in a case with sea cargo port, «flight weather» to the airport was provided with the help of «Vnesheconombank», which opened for «Bazel» the line of credit of 5,4 billion roubles for 10-year period. According to Rosaviatsiya data, airport full reconstruction will cost 23,13 billion roubles.

The deeper, the better In July, 2009 the Federal Agency of ecological, technological and nuclear supervision approved the project of reconstruction of sea trading port in Sochi, constructed in 1955. The depth along shallow moorages is about 5 metres. The plan of reconstruction involves the creation of the international sea passenger centre and cruise transportations. Rosmorport will construct the deep-water harbour on Center money to accept large-capacity passenger liners and hydrotechnical constructions; port-workers will attract private capital and will provide necessary objects of the infrastructure. The general expenses of the federal budget for development of a port infrastructure to the Olympic Games were estimated before crisis at 22 billion roubles. Half of this sum — 11,3 billion, is the price of Sochi sea port reconstruction.

To Olympic capital — Olympic speed

Third of all Olympic transport expenses is made by expenses on road building. Among the most significant objects — a loop road bypassing Sochi, the double of the Kurorrtny prospect and interchange «Adlerskoye koltso». All three solve one strategic problem — to remove traffic jams from city-resort and its vicinities. The first stage of the double of the Kurortny prospect of 5,7 km length should be ready to the end of 2012, the second (4,5 km) and the third (5,3 km) — by 2013. The project «Adlerskoye koltso» consists of two interchanges connected by a platform. Building started on July, 1st, 2009, and will take about three years. According to Rosavtodor, within the framework of development of transport infrastructure of Olympic capital, it is planned to construct nine interchanges: five — in Sochi, four — in other areas of Krasnodar territory. For development of Sochi roads 135 billion roubles will be allocated from the federal budget.
