«Russian Railways» public corporation is compelled to correct its investment tactics by redistributing considerable building resources in Tuapse — Sochi — Adler area, the chief of the North Caucasian railways («Russian Railways» branch) Vladimir Goloskokov has told to «Reporter».

— This year the active phase of Olympic building in Sochi has begun. What means and in what projects «Russian Railways» public corporation intend to invest within the framework of preparation for the Olympic Games?

— On the threshold of the Olympic Games, investment activity of «Russian Railways» in the south of Russia gets the increasing scope. In 2009 the limit of capital investments in building of Olympic objects makes 46 billion roubles. According to the Russian governmental enactment from June, 11th, 2008, «Russian Railways» is the responsible executor and the investor for five objects. The first project — the building of the combined auto-railway line Adler — Alpika-service which began on May, 27th; it will provide possibility of free and convenient delivery of participants of the Olympic Games and their visitors to a place of carrying out of competitions at Krasnaya Polyana. As a matter of fact, it is the most important Olympic object — the work of Games complex-2014 will be impossible without it. The object will be also the most expensive: «Russian Railways» will spend more than 250 billion roubles for its construction. In 2009 it is provided to draw 40 billion roubles. Commissioning is planned for 2013.

The second project — the organisation of a railway communication of Sochi — Adler — the airport of Sochi with building of a new railroad line Adler — the Airport. It will be able to provide acceptance and dispatch of more than 67 thousand persons a day during the Olympic Games — over 50% of total of air passengers. The object will be put into operation in 2012. Its general cost is more than 5 billion roubles, during the current year it is planned to draw 754,5 million roubles.

The third project — the organisation of freight yard to provide the receipt of goods, arriving for building of the Olympic objects. They are capable to accept and handle more than 14 million tons of cargoes a year. The total sum of investments into their building in 2009 makes 1,46 billion roubles. The fourth project — strengthening of infrastructure of a railroad line of Tuapse — Adler; it provides building of more than 30 km of the second line. In Sochi — Adler area the second line will be continuous, as the additional intensive local services to the airport and to Krasnaya Polyana will be organised there. And the fifth project — reconstruction of railway terminals of Sochi and their adaptation for physically challenged people. For 2009 the limit of 29 million roubles is allocated. It is planned to finish reconstruction in 2011.

— At what stage is the realization of the project of the organisation of a high-speed passenger service in Moscow — Adler area?

— In 2007 the whole complex of works on capital and current repairs of railway, devices of electrical supply, automatics, telemechanics and communication was done. It allowed to accelerate transportation in Adler — Moscow area as much as possible. To carry out the project completely, it is necessary to make modernisation and reconstruction in every zone of ways. It is supposed that time of following of high-speed trains in area Adler — Moscow will make about 15,5 hours (now a record is 24 hours), and the maximum speed at some areas will be up to 200 km/h.

— How many cargoes are going to be delivered by railway to Sochi till 2014? What additional infrastructural questions are necessary to solve for this purpose?

— According to «Olympstroy» state corporation it is predicted the arrival of more than 70 million tons of cargoes till 2013. To accept them, it is necessary to construct more than 30 km of additional tracks in Tuapse —Adler — Vesyoloye area.

— Whether it is possible to say that Olympic Games promoted investment activity of the «Russian Railways»?

— It is so. Considering volume, terms and importance of a problem of building of Olympic objects, North Caucasian railways are compelled to correct the tactics of investment activity and redistribution of considerable building resources in area Tuapse — Sochi — Adler. To speed up the works, specialised building organisations from other regions of Russia are involved also.

Company solves the problem — to find new sources of financing, which will provide realisation of projects without putting them off. With a view to optimising investment expenses, the work on decrease of budget cost of building is being done with all customers, taking into account reduction in price of cost of energy carriers, building and materials. Simultaneously, to exclude additional expenses, the problem of optimisation of works is solved. Our purpose is to achieve optimum combination of anti-crisis measures and long-term infrastructural projects, to carry them out for less finances and more effectively in whole.
