Sports should become fashionable and favourable, consider the participants of the State Council on the youth policy.

2009 in Russia is the year of youth. July session of the State Council was devoted to problems of a quarter of the population of the country: according to the statistics, 27% of citizens at the age from 14 till 30 live in the Russian Federation. — «I have always thought, that a theme of a youth policy is necessary to bring for discussion only in case if we can offer any changes in the legislation, offer new mechanisms, ways to stimulate activity of youth», — the president of the Russian Federation Dmitry Medvedev admitted. — «Recently we have begun to pay a lot of attention to this problematics. Naturally, there is also a strategy of the state youth policy for 2006–2016».

— «Some regions of Federation were surprised, when we requested the data about employment of youth, criminality, death rate, the disease, all kinds of migration to assess the efficiency of youth policy», — has told the minister of sports, tourism and the youth policy of the Russian Federation Vitaly Mutko. — «Unfortunately, here and there there is a stamp that the youth policy is some mass actions, especially in pre-election years» Having made the analysis, working group «get broader understanding of a youth policy». One of the conclusions: full-fledged youth — healthy youth.

According to the statistics, 47% of young men in Russia go in for sports, only 16% of them go in for sports regularly. If in 1985 95% of the guys, who attended enlistment office, fitted for service, in 2008 — only 67% of them fitted. Dmitry Medvedev is grieved by the fact, that more than 3 million of Russian teenagers are smoking. «A third regularly hits the bottle»; middle age of familiarising with alcohol went down to 15 years». Other dragon-tempter of youth are drugs. Annually, from 70 to 100 thousand young Russians die from their use. «We need to create new possibilities for going in for sports», — considers Dmitry Medvedev. According to Vitaly Mutko, 70% of the federal target program of development of physical training and sports is the building of sports complexes. «We build practically about 200 objects a year, together with each region of the country; their throughput improves», — he told.The big stake is made on Voluntary Society for Assisting Army, Air Force and Navy. Its transformation to the socially-state association has begun in spring. «One of the main directions of our work is involving of children and youth in playing mass kinds of sports, — the chairman of Voluntary Society central office, Sergey Maev has noted. — Circles, sections and schools of technical creativity created on the basis of our organisation, are open to each teenager since his schooldays». Vitaly Mutko announced, that Public health Ministry of Russian Federation will start the program «Healthy Russia» in the nearest future", which will include also propaganda of healthy way of life. «Sports should become fashionable and favourable», — the governor of the Amursky region, the head of working group of the State Council, Oleg Kozhemyako, believes.

Voluntarily!

DOSAAF — the Voluntary Society for Assisting Army, Air Force and Navy — has taken rise since 1951. The government has entrusted it with propaganda and distribution of military, military-technical, aviation and naval knowledge.

DOSAAF had its charter, flag and emblem. The foundations of the Society were: the primary organisations, which were created at plants, factories, in state farms, collective farms, establishments, educational institutions, at house managements etc.

DOSAAF published newspapers, magazines, bulletins, books and posters, organised the release of military-training films and filmstrips, extended the military-political, military-technical and sports literature. Any citizen of the USSR who had reached 14 years could have become a member of DOSAAF.

In some cases mass admittance to DOSAAF membership was made under compulsion — for example, under the threat of deprivation of the award, the grant or any other punishments. In connection with it DOSAAF some would name it jokingly «compulsory but made to appear as voluntary society». After disintegration of the USSR in 1991, the Russian defense sports-technical organisation was organised on the territory of Russian Federation, being legal successor of DOSAAF. Today it includes more than 3 million people, 36 thousand regular employees. Organization departments of the Society work in all regions of Russian Federation. It has inherited the major function — to be a reliable support of the state and Armed forces, to bring up morally and physically trained patriots Successfully work more than 400 educational institutions, over 120 aviation organisations and more than 3 thousand sports-technical clubs, which for years of existence of DOSAAF had given to army more than 1,5 million recruits.
